Tourism development has regulatory and promotional functions, which are typically divided between government departments and tourism organisations (both at local and/or national levels).
The private sector operates within the framework set by government agencies; however, it should be involved in both tourism regulation and promotion via sector associations in a participatory public-private dialogue.
